This report and toolkit were produced by Simon Grove-White, who led the project initially as Principal Economic Development Officer for Community Wealth Building Officer at Oxford City Council and now as an independent consultant and researcher. The project would not have taken off without the support of some excellent former colleagues, including Councillor Ajaz Rehman, Ted Maxwell, and Clayton Lavallin at Oxford City Council.
The ideas in the report and the accompanying toolkit have developed through an extensive collaboration between councils, academia, the private sector, the public benefit sector, legal professionals, consultants, and cooperatives. This was stimulated by the initial investment of Policy Lab funding by the CCIN which enabled a broad-based group to coalesce around a shared need for new approaches.
Demonstrating the power of shared-purpose collaboration to leverage a wider range of resources and engage people’s intrinsic motivation, the toolkit has benefited immensely from the extensive pro-bono expert contributions of several key individuals.
