The event will draw on emerging practice in Co-operative Councils to make the case for a new approach to public services that rejects top-down service delivery and puts people and cooperation at the heart of local government.

It will also hear the case for devolution that delivers a genuine power shift: not from one arm of the state to another, but from the state to communities, through cooperation rather than retrenchment.

Despite an improving economic outlook, the pressures facing local public services and communities continue to endure. And at a time when it is most needed, the relationship between citizens and the state appears to be as fractured as ever, with many ordinary people showing growing levels of alienation from mainstream political institutions. In response these challenges, this event will examine the potential for a new model of local government that creates genuine partnership between public services, citizens and communities. It will also raise questions about what Whitehall can do to support this, including a stronger agenda for devolution.

We will explore how a cooperative approach can help us deliver services in new and better ways, but also more fundamentally enable us to build more resilient communities and deliver solutions to some of our biggest challenges: from jobs and growth, to welfare and social and economic fairness and equality.
